Language Assessment and Referral Centre

Eligibility criteria

Located in Surrey and serving the Metro Vancouver region at satellite offices, we administer assessments for clients over the age of 17 years, with one of the following eligible documents as specified by Immigration, Refugee and Citizenship Canada (IRCC):

  • Permanent Resident Card (PR).
  • Confirmation of Permanent Residence (form IMM5292).
  • Notice of Decision from the Refugee Protection Division of the Immigration and Refugee Board (IRB) confirming convention refugee status.
  • Letter from Immigration, Refugees and Citizenship Canada (IRCC) giving approval to remain in Canada while application for permanent residence is being finalized (approval in principle).
  • Temporary Resident Visa under Canadian-Ukraine authorization for emergency travel (CUAET - until March 31, 2025)

 

Can you access the program directly?
Yes. As long as you have the eligible identification as stated above, you can walk-in and fill out a LINC application.

Women's Empowerment & Employment Readiness (WEE-R)

Eligibility criteria

For visible minority, recent immigrant or refugee women who are unemployed, or precariously employed living in the Lower Mainland and legally entitled to work in Canada. Seeking candidates who possess an English language capacity of CLB Level 5 and above.

We welcome permanent Residents, Protected Persons, Refugee Claimants, Naturalized Citizens, Work Permit Holders and Graduated International Students to apply.

Can you access the program directly?
Yes. Self-referrals and referrals from community agencies are welcome. An intake assessment will be required to determine eligibility and suitability.

Multi-Cultural Early Years Services: Family Navigators

Eligibility criteria

The Multi-Cultural Early Years Services Family Navigators (MEYS) offer one-to-one support to enhance the well-being of newcomer refugee and Indigenous families with children ages birth to six years old. The support is language specific (Punjabi, Tagalog & Arabic), other languages may be available upon request.

The program strives to be barrier free and a referral is not necessary
